Does this still happen?

Saw this picture online and I cannot but wonder at the inhumane sight and chills it sends.

What in the world is happening that, year after apartheid, South Africa can still be tagged for such behaviour?

I don't know if it's okay or if it was an experiment, but if it's is real, the it is wrong and something should be done.
