The 24 spokes represent 24 hours in a day and that's not merely a wheel, it's Ashoka chakra.
Ashoka was a great ruler in Indian history.
That symbol was used by him first in monument he made during his reign ,the iron pillar that stands now in Delhi next to qutub minar
