It does include that 60 steem. This number will go down over if SBD stays near $1. It was MUCH lower before I realized how much could be made by buying SBD with Steem and converting it back via the internal conversion. But to avoid losses when SBD is close to $1 I haven't been doing any conversions and that means it likely will be worth dropping this reserve level down to 20 steem.
But we made a profit of more then 60 steem by my efforts doing conversions for each account using those "reserve funds" so until it's clear this option won't be there again I'd rather just let that little bit sit in there just in case.
