Saudi Aramco opens new unit as part of expansion plan in India
أرامكو السعودية تفتتح وحدة جديدة ضمن خطة للتوسع في الهند
نقلت وكالة "رويترز" عن ثلاثة مصادر قولهم إن شركة أرامكو السعودية ستفتح فرعا لها في الهند الأسبوع القادم، مع سعي أكبر مصدر للنفط في العالم للاستفادة من زيادة في الطلب والاستثمار في ثالث أكبر مستهلك للخام في العالم.
وتستثمر أرامكو في مصافي تكرير في أسواق رئيسية لحشد زبائن قبل طرح عام أولي العام القادم، وستتطلع الوحدة الهندية إلى فرص للاستحواذ على حصص في مشروعات للتكرير والبتروكيماويات في البلاد.
وتتنافس السعودية مع العراق على المركز الأول في توريد النفط إلى الهند، بعدما أزاحت بغداد الرياض من الصدارة في أغسطس/آب للشهر الخامس على التوالي، بحسب ما أظهرته بيانات جمعتها رويترز.
وسيفتتح أمين الناصر الرئيس التنفيذي لأرامكو وحدة (أرامكو آسيا الهند) أثناء زيارته لنيودلهي الأسبوع القادم لحضور مؤتمر آي.إتش.إس سيرا الذي يبدأ يوم الأحد ويحضره أيضا محمد باركيندو الأمين العام لمنظمة أوبك.
وقال أحد المصادر إن الناصر سيجتمع أيضا مع رئيس الوزراء الهندي ناريندرا مودي يوم الإثنين ضمن وفد لمناقشة الاستثمار في قطاع النفط والغاز.
ولم يتسن الحصول على تعقيب من أرامكو السعودية أو من مكتب رئيس الوزراء.
وقال مصدران إن محمد المغيرة، وهو مسؤول مخضرم بالشركة، سيرأس أرامكو آسيا الهند.
ويستفيد منتجون رئيسيون للنفط، فقدوا حصصا في السوق مع ارتفاع إنتاج النفط الصخري في الولايات المتحدة، من زيادة في الطلب على الوقود في آسيا.
وفي وقت سابق من العام، تعهدت السعودية باستثمار مليارات الدولارات في مشروعات في إندونيسيا وماليزيا لضمان إبرام اتفاقات لإمدادات نفطية طويلة الأجل.
وتريد المملكة تبني تلك الاستراتيجية في الهند بعدما فقدت فرصة لشراء حصة الأغلبية في شركة التكرير الهندية الخاصة إيسار، اقتنصتها روسنفت الروسية.
وفي سياق متصل، أكد وزير الطاقة السعودي خالد الفالح أن الهند هدف رئيسي مع تطلع أرامكو لفرص للتعاون في أرجاء آسيا.
وتشير تقديرات وكالة الطاقة الدولية إلى أن الطاقة التكريرية للهند لن تلبي الطلب على الوقود مما يتطلب استثمارات في مصاف جديدة.
والتقى ممثلون عن أرامكو بمسؤولين في حكومات ولايات هندية، ومن بينها البنغال الغربية وأندرا براديش، لاستكشاف فرص للاستثمار.
وقال وزير النفط الهندي دارميندرا برادان في وقت سابق هذا العام إن أرامكو تريد إجراء محادثات حصرية حول شراء حصة في مصفاة مزمعة على الساحل الغربي للهند بطاقة 1.2 مليون برميل يوميا.
Saudi Aramco will open a branch in India next week as the world's top oil exporter seeks to capitalize on an increase in demand and investment in the world's third-largest crude consumer, the Reuters news agency quoted three sources as saying.
Aramco is investing in refineries in major markets to mobilize customers ahead of an initial public offering next year, and the Indian unit will look for opportunities to acquire stakes in refining and petrochemical projects in the country.
Saudi Arabia is competing with Iraq for the first place in the supply of oil to India, after Baghdad ousted Riyadh from the forefront in August for the fifth consecutive month, according to data collected by Reuters.
Aramco's chief executive officer, Amin Nasser, will open Aramco Asia India during his visit to New Delhi next week for the ICSERA conference, which begins on Sunday and is also attended by OPEC Secretary-General Mohamed Barkindo.
One source said Nasser would also meet Indian Prime Minister Narendra Mudi on Monday as part of a delegation to discuss investment in the oil and gas sector.
Saudi Aramco or the Prime Minister's Office could not be reached for comment.
Two sources said Mohammed al-Mughira, a veteran of the company, would head Aramco Asia India.
Major oil producers, who have lost market share as oil production in the United States has increased, benefit from increased demand for fuel in Asia.
Earlier this year, Saudi Arabia pledged to invest billions of dollars in projects in Indonesia and Malaysia to secure long-term oil supply agreements.
The kingdom wants to adopt the strategy in India after losing an opportunity to buy a majority stake in India's private refining company, ISAR, seized by Russia's Rosneft.
In a related context, Saudi Energy Minister Khalid Al-Falih stressed that India is a key objective with Aramco looking for opportunities for cooperation across Asia.
The International Energy Agency (IEA) estimates that India's refining capacity will not meet demand for fuel, requiring investments in new refineries.
Aramco representatives met officials from Indian state governments, including West Bengal and Andhra Pradesh, to explore investment opportunities.
Indian Oil Minister Dharmendra Pradhan said earlier this year that Aramco wanted to hold exclusive talks on buying a stake in a planned 1.2 million barrels per day (bpd) refinery on India's west coast.
