PRECISATION ON CITIZENSHIP INCOME AND THE PROPOSAL OF THE 5 STAR MOVEMENT

In this article, when we speak of "Movimento 5 Stelle", abbreviated with "M5s", we mean the Italian political party that obtained the highest number of votes at the last Italian poitice elections.

What is citizenship income?

The income of citizenship is understood as an income for all, it is therefore a monetary issue by the State, at regular intervals, distributed to all citizens with residence. It does not have to do with the threshold or less of poverty, it is considered a right regardless of its economic situation, given without compensation, without the obligation to participate in programs of job reintegration or accept job offers. So you just need to be a regular resident citizen to be entitled to this income.

THE PROPOSED OF THE MOVEMENT 5 STARS ON THE INCOME OF CITIZENSHIP

Therefore, according to the above definition, using the term "Citizenship Income", referring to the proposed law launched by the M5s, is actually completely improper. As mentioned above, the income of citizenship has nothing to do with the poverty line or not, with having or not having a job, it is given without compensation as citizens.
The Lega M5S government's proposal is more an anti-poverty measure and to define it as an income of citizenship is not properly correct.
It aims to guarantee a minimum wage threshold for all, by the State, which however requires that the beneficiary participates in professional training courses, does not refuse a certain number of times any job offers, as well as being in the band of poverty.
So it would be more correct to call it a measure against poverty to try to guarantee a minimum income for all and it is a measure designed and targeted specifically for those who can prove to be poor, not therefore a "true" income of citizenship as is commonly understood, which consists of an economic transfer by the state of a fixed amount to all citizens, regardless of whether they are rich or poor and not required to participate in training courses or accept job offers.

MEASURES AGAINST POVERTY

Today Italy is the second country by number of poor in Europe, worse only Greece.
According to the data available from the ISTAT, in Italy today there are 4.7 million people living below the poverty line, this situation therefore puts this problem in the foreground. The income of citizenship emblem of the 5 Star Movement's electoral campaign has become part of the Contract of the new government formed by Lega and M5S.

Although we are far from the idea defined as income of citizenship, the proposal of the new government has the merit of raising the problem of the fight against poverty and is a good starting point, considering the current scarce resources, starting with those who need it most , ie the weakest sections of the population.
In the near future we hope to move from a simple anti-poverty measure to a true income of citizenship, which will become an undeniable right of all civil and advanced societies in the years to come.
