Yes, and that doesn't count the pallets of food that were found months before that sitting around rotting. (EDIT: Obviously Trump's fault that Puerto Rico didn't distribute the aid it was given. /end sarcasm)
And as far as truckers strike... if it is that urgent... friggin break them down on the spot and give them to people to be delivered by hand. That is better than letting them sit there and rot. Yet, you actually have to care about doing your job rather than scapegoating Trump to think of SIMPLE solutions like that.
