India again strikes on Loc of Pakistan

As soon as Pakistan realesed the arrested pilot of India the india striked the loc of pakistan and killed 2 soliders.India is creating a war type situation again and again as soon as the escaped from the trouble of their pilot.
My question is why India do this again and again? and also there is elections going on in India does Pm Modhi wants to be again the Pm for which he is doing so?
