They cannot afford failures. To prevent the people from kicking them out, they must be capable of fighting a war (maybe with Israel?) so that their people understand they must not rebel...plus it will be more 'acceptable' for them to clamp down on all dissidents, declaring them traitors.

And, for now, the world keeps on going around and around...
