Take the Mine-Cart to the base of the mountain.

There is another cart inside that will take you to the bureaucrats office (check Inn)

Once the bullshit has finishing commencing take the cart to your VIP room.

Generally the key's to good citizens or paying citizens go to VIP room #1

Don't let this simple floor fool you! These VIP rooms have some hidden chambers and are two levels.
