Ya es bien conocida para nosotros la situación tan precaria que estamos viviendo como país. A pesar del cómo nos encontramos y de cómo vivimos, muchas personas ignoran las causas, simplemente saben (o creen saber) que están mal pero piensan que eso es lo normal. Lo primero a hacer con esta gente es demostrarles cuán mal están y seguirán estando realmente, que entren en plena conciencia de su precariedad; lo segundo, enseñar a las personas que ellos pueden mejorar su situación tomando una actitud cívica y guardando una debida ética y moral. Ya con estos dos puntos se puede comenzar a transformar el entorno físico del país, mientras cada persona se adentra en la civilidad. Debe ser un cambio que suceda en conjunto y de manera gradual, la gente poco a poco comenzará a valorar las cosas porque serán fruto de sus propios esfuerzos. Hay que enseñar a las personas que las cosas se ganan con trabajo y que jamás se regalan, porque lo regalado no significa ningún esfuerzo para la persona que lo recibe, por lo que no se le valorará. Mientras este proceso va fraguándose, el Estado deberá ayudar a consolidar la causa mediante la implementación de leyes, tales como: prohibir botar basura en cualquier espacio público o privado que no sean los vertederos destinados para depositar los desperdicios, además de implementar una cultura de reciclaje para separar debidamente los desechos; multar a las residencias y edificaciones que tengan fachadas descuidadas, muros grafiteados, destruidos y/o jardines abandonados; multar y hasta quitar la custodia de niños y adolescentes a padres que los fuercen a trabajar y/o no los envíen a unidades educativas a recibir su respectiva educación; penar con grandes multas, sumado a la posibilidad de encarcelamiento del individuo por considerársele peligroso para la sociedad y una persona violenta proclive a realizar dichos actos con humanos, al maltrato y crueldad de animales domésticos, salvajes o de la fauna local; prohibir la posesión de armas de fuego a civiles a menos que posean un permiso especial de porte y una licencia para su uso, estos deberán pagar cuantiosos impuestos por el porte y posesión del arma, además de la licencia; legalizar el aborto y dar facilidades para ser realizado a víctimas de violaciones, como pena a los violadores, tanto masculinos como femeninas, hacer una castración quirúrgica, además de hacerles pagar una indemnización a la víctima, cumplir sentencia de trabajos comunitarios por un mínimo de cinco (5) años y la posibilidad de ir a la cárcel dependiendo del caso; imponer la pena de muerte a cualquier homicida o asesino, a menos que se logre demostrar que fue homicidio culposo o en defensa propia; etcétera. Son leyes que podrán fomentar un desarrollo civil en una sociedad tan pútrida como la nuestra.

     Estas y muchas otras leyes deberán acompañar a los nuevos ciudadanos de la República para que el camino hacia la civilidad y buenas costumbres sea definitivo y no se vea truncado. Nadie puede quejarse de estas leyes, benefician a la sociedad y no privan ni limitan a nadie en su obrar cotidiano —claro, a menos que seas un violador, asesino, maltratador de animales, delincuente, traficante de drogas o cualquier otra escoria humana...—. Poco a poco nuestro país surgirá desde las ruinas y tendremos un hermoso país con hermosas personas, porque un país lo constituye su gente.

     Por ello, la conciencia de necesidad es tan importante. Solo así se podrá iniciar la reforma civil del Estado, porque de nada sirve transformar el entorno si la gente sigue siendo una cuerda de bárbaros incultos y salvajes.

In spite of how we find ourselves and how we live, many people ignore the causes, they simply know (or think they know) that they're in bad conditions but thinks that this is normal. The first thing to do with these people is to show them how bad they are and will continue to be really, that they enter in full awareness of their precariousness; the second, to teach people that they can improve their situation by taking a civic attitude and keeping an ethical and moral due. With these two points, you can begin to transform the physical environment of the country, while each person delves into civility. It must be a change that happens together and gradually, people will constantly begin to value things because they will be the fruit of their own efforts. You have to teach people that things are earned with work and that they never give themselves away, because the gift does not mean any effort for the person who receives it, so it will not be valued. While this process is being established, the State should help consolidate the cause through the implementation of laws, such as: prohibit throwing garbage in any public or private space other than landfills destined to deposit the waste, in addition to implementing a culture of recycling to properly separate the scrap; fine residences and buildings that have neglected facades, graffiti walls, destroyed and/or abandoned gardens; fine and even remove the custody of children and adolescents from parents who force them to work and/or do not send them to educational units to receive their respective education; punish with large fines, added to the possibility of imprisonment of the individual because it is considered dangerous for society and a violent person prone to perform such acts with humans, to the mistreatment and cruelty of domestic animals, wild animals or the local fauna; prohibit the possession of firearms to civilians unless they have a special permit of carriage and a license for their use, they must pay large taxes for the bearing and possession of the weapon, in addition to the license; legalize abortion and provide facilities for victims of rape, as a penalty to rapists, both male and female, make a surgical castration, besides to making them pay compensation to the victim, serve a sentence of community work for a minimum of five (5) years and the possibility of going to jail depending on the case; impose the death penalty on any murderer or assassin, unless it is proven that it was culpable homicide or in self-defense; etc. They are laws that can encourage civil development in society as putrid as ours.

     These and many other laws must go with the new citizens of the Republic so that the road to civility and good customs is definitive and is not truncated. Nobody can complain about these laws, they benefit society and they do not deprive or limit anyone in their daily activities —Of course, unless you are a rapist, murderer, animal abuser, criminal, drug dealer or any other human scum...—. Little by little our country will emerge from the ruins and we will have a beautiful country with beautiful people because a country is its people.

     Thus, the conscience of need is so important. This is the only way to start the civil reform of the State because there is no point in transforming the environment if people continue to be a rope of uncultivated and savage barbarians.
