That's the yacht club building. Built some time in the 1910's or the 1920's. A lens cap is definitely better than no lens cap. The replacement has a strap in it but the lens has nothing to attach the strap to.
You aren't supposed to attach the strap to the lens anyway. Try attaching it to the camera, or the camera strap.
Does it have a quick clip or something?
I'll have to take a look. Attaching the strap to the camera feels a little bit awkward because I normally switch lenses on the fly multiple times during a shoot.
