This is Ralph and he is the son of Chief Wiggum in the super popular cartoon The Simpsons. He looks exactly like him. An awesome mini figure which is part of the Lego® mini figures The Simpsons Series 71005 which was first release in May 2014.
He has a valentines card with him which says 'I Choo Choo Choose You' on the front.
Look at the shape of his head! This is definitely Ralph.

Our STEEMIT goal. We are a family who has collected Lego® for many years starting with our Daddy who began collecting as a child . After having the majority of our's and Daddy’s collection stolen, we started to build our collection together once more. We will use STEEMIT as our platform to archive our Lego® collection. In time and with the help of our Steemian friends … We will build our Lego® mini figure museum together. If anyone would like to donate any unwanted mini figures or if there are any homeless mini figures then we have accomodation for them. Please get in touch. We will review them and archive them in the Steemit Lego® mini figure museum and treat them equally.
