These are tiny pieces of seaweed washed into the sand like that. All natural and placed accidentally by nature and the ebb and flow of the water - that’s so interesting a comment though. This particular type of weed washes in in large amounts in stormy weather and they scoop it up with tractors into huge piles - - it’s a grass like plant with long flat leaves. - here you are seeing just small broken pieces washed in on the tide.
