Most likely, they will not pay. Similar incidents happen every year. And every year the need to pay for rescue operations by those who ignored the warnings is discussed. But it is very difficult to determine who went on the ice by chance, and who - intentionally ignored the warnings.
That would be hard to prove, wouldn't it? It must be a very costly rescue operation and put a lot of other people's lives at risk, though.
