As with many such quotes, the words are at an extreme - and it is needed that it be so, in the hope of helping to leading us to demanding a better form of government
Anarchy for humans is not an acceptable mode of existing, the weak would pay, but I find it amazing that over 2000 years, no other viable and more beneficient form of being governed has been 'invented'.
