Along with financial illiteracy, could another part of the root be lack of well paying jobs? I don't know enough about Bulgaria's economy but it would seem like people are looking for a big break because they lack sufficient income to get by.

I agree that the lack of a good paying job is probably the largest factor but I would say a deeper look into a person's over all quality of life is in order. It's a tough problem to solve for sure. Hope is the cure I would seek, finding it can be difficult though.

I don't know that they lack sufficient income to get by. Though BG has the lowest GDP of any EU nation, the standard of living is also low, so they don't have as many expenses. Of course, when they see that they can work in England or some other Western country for double/triple/quadruple the pay here, they tend to follow their ambitions beyond BG borders.

Besides, having a job or not having a job has nothing to do with playing the lottery, in my observation.

We still villify and envy the rich in America, want to be them, at the same time we say they're the enemy, it seems to me anyhow. Is there a covetous duality present over there too?

True enough, had my fingers crossed you may have been able to say different but people are people indeed.

I think we can also agree that hope will not be a result of a government ban or restriction.

absolutely, a ban would only further lower quality of life and add to the problem.
