@ofishea your ideas are very well explained, hope you get people to learn from steemit and start making a living, 1 by 1 is the way, and then each of them will spread the word to other people and they may end up doing a big effect in your community and then the next one.
I will contact @starkerz because I believe he will be very intrested in what you are doing here. You can even be a steembassador of your community, region, country.
