The fastest and easiest way would be with delegation.
Delegating 100SP = T1
Delegating 200SP = T2
Delegating 300SP = T3
So your T2 + one of the above delegation would place you in a higher tier.
There are also alternatives like paying steem for a tier.
0.8 Steem = T1
1.6 Steem = T2

Yeah, I might ask in Discord. When I first did this I paid in Steem and got a T4. But then I got a refund. I'm not sure why.
You have a subscription payed for the whole September now. In August you probably sent the fee during the month, so we refunded you for the unused days :)
