You have to pay to make a small change to be a member??? So what are the rules to be able to join this club and what are the benefits and/or makes this community better as all the others?

What do you mean by small change?
You pay to register. All the fees are then used to cover the Steem Power lease costs, which is used to upvote the members.
You need to post original content, don't spam, and if you use something from the internet (quotes/images) you need to source them.
Change should be chance...
The way it is written does not sound as if it is normal to be accepted.

It all depends on your content.
Most people do get accepted. And if for for some reason you are denied, you will be refunded.
