Robi blocked bdnews24.com’s Bangla website for 10 days citing orders/‘নির্দেশে’ বন্ধ ছিল বিডিনিউজ টোয়েন্টিফোর লিংক, দাবি রবির
Telecom operator Robi had shut bdnews24.com from its mobile internet for 10 days in an unprecedented outage that angered readers of Bangladesh’s largest internet newspaper.
In two emails sent to bdnews24.com’s technology department, Robi explained it as an instruction from government agencies, but none of the agencies acknowledged the telecom operator’s claim.
A spokesman for Robi vehemently denied the allegation, but his statement was at odds with the two emails sent by his company.
The users of Robi mobile internet or modems complained to bdnews24.com that they could not access the news publisher’s Bangla website as the outage began just after June 1 midnight.
The blackout affected an unspecified, but a significant share of mobile internet users as Robi is the second largest telecom carrier after Grameenphone. The mobile internet accounts for 93 percent of about 86 million internet users, according to data released in April from Bangladesh Telecommunication Regulatory Commission or BTRC.
Responding to user complaints, bdnews24.com contacted Robi and the operator named two agencies in an email sent at 7:55pm on June 9, holding them responsible for the blackout.
“It’s found that the link https://bangla.bdnews24.com has been blocked by” the two agencies, Robi said.
Generally, an aggrieved organisation or individual needs to inform telecom regulator BTRC if they want any website blocked on specific allegations.
If the BTRC takes those allegations into account, it orders international internet gateway operators and other service providers to block the site.
A top official at the BTRC said they had not issued instructions to block bdnews24.com.
Such instructions are issued for all operators, not a particular one, according to the regulator.
The IIG and other operators also said they had not been ordered to block the link: bangla.bdnews24.com.
When bdnews24.com informed Robi’s relevant department about the denial of the agencies, the operator sent a second email at 2pm on Sunday.
It said in the email that they got the “request” from an agency “to block the link https://bangla.bdnews24.com/ on Friday, June 01, 2018 11:35pm” and their technical team “confirmed the block on Saturday, June 02, 2018 12:07am.”
They got the “request to unblock the same URL from the same agency on Sunday, June 10, 2018 12:23am” and they “confirmed the unblocking on Sunday, June 10, 2018 9:24am”, according to the email.
Robi declined to name the agency in the second email, citing a “confidentiality issue”.
bdnews24.com then demanded an official statement from Robi.
This time, the operator’s Vice President for Corporate Communications and Corporate Responsibility Ekram Kabir simply denied having blocked the website.
“Robi is a responsible digital company. We firmly state that the allegation being levelled against us that we had blocked the bdnews24.com website is not true,” Kabir said on Monday.
“We do not block any website without instructions from the proper authorities and we did not receive any such instruction (to block bdnews24.com).”
Asked why the outage happened, Kabir said, “We don’t have any technological issues.”
“But,” he added, “The mobile network eco-system is dependent on other technologies as well. We request the bdnews24.com authorities to check if there was any problem at these ends.”
In response, a bdnews24.com spokesperson said their technology team checked back with other operators and internet service providers and found their clients had no problem in browsing bangla.bdnews24.com in those 10 days when Robi users had faced the blackout.
“It could not be accessed only on Robi mobile internet and modems. The site would not have been seen on other operators’ internet if the problem affected all the carriers,” he pointed out.
“Various actions are often attributed to intelligence agencies, which create confusion and cause inconvenience to stakeholders,” he added.

গত ১ জুন, শুক্রবার মধ্য রাতের পর থেকে রবির মোবাইল ইন্টারনেট ব্যবহারকারীরা বিডিনিউজ টোয়েন্টিফোর ডটকমের নিউজ পোর্টালের বাংলা ভাষার লিংকটিতে ঢুকতে পারছিলেন না। অর্থাৎ রবির মোবাইল ফোন কিংবা মডেম ব্যবহার করে এই লিংকটি খোলা যাচ্ছিল না।
গ্রাহকদের কাছ থেকে অভিযোগ পাওয়ার পর বিষয়টি নিয়ে রবির সংশ্লিষ্ট বিভাগের সঙ্গে বিডিনিউজ টোয়েন্টিফোর ডটকমের প্রযুক্তি বিভাগ থেকে যোগাযোগ করলে সরকারি দুটি সংস্থার নাম উল্লেখ করে এক ই মেইল বার্তায় বলে, ‘সংস্থার নির্দেশে’ বিডিনিউজ টোয়েন্টিফোর ডটকমের বাংলা লিংকটি (https://bangla.bdnews24.com ) বন্ধ করা হয়েছে।

গত ৯ জুন সন্ধ্যা ৭টা ৫৫ মিনিটে রবির কাছ থেকে ওই ই মেইল পাওয়ার পর বিডিনিউজ টোয়েন্টিফোর ডটকমের পক্ষ থেকে উল্লিখিত দুটি সংস্থাসহ সরকারের বিভিন্ন সংস্থার সঙ্গে কথা বলে নিশ্চিত হওয়া যায়, এই ধরনের কোনো নির্দেশনা তারা দেয়নি।
সাধারণ নিয়ম অনুযায়ী, কোনো অভিযোগে ওয়েবসাইট বন্ধ করতে চাইলে সংশ্লিষ্ট কর্তৃপক্ষ টেলিযোগাযোগ নিয়ন্ত্রক সংস্থা বিটিআরসিকে জানায়। নিয়ন্ত্রক সংস্থা কমিশন তা যৌক্তিক মনে করলে ইন্টারনেট গেইটওয়ে (আইআইজি) ও মোবাইল অপারেটরদের সেই ওয়েবসাইট বন্ধ করার নির্দেশনা দিয়ে থাকে। নির্দেশনা দেওয়ার পরপরই ওয়েবসাইট বন্ধের প্রক্রিয়া শুরু করে আইআইজি ও অপারেটরগুলো।
বিটিআরসিতে যোগাযোগ করলে কমিশনের একজন ঊর্ধ্বতন কর্মকর্তা বিডিনিউজ টোয়েন্টিফোর ডটকমকে বলেন, বিডিনিউজ টোয়েন্টিফোর ডটকম বন্ধের কোনো নির্দেশনা তারা দেননি।
এই প্রসঙ্গে তিনি বলেন, “কোনো ওয়েবসাইট বন্ধের নির্দেশনা দিলে শুধু একটি অপারেটরকে দেওয়া হয় না, এটি সবার জন্যই প্রযোজ্য হয়ে থাকে।”
আইআইজি এবং অন্য অপারেটরদের সঙ্গে কথা বলা হলে তারাও জানায়, বিডিনিউজ টোয়েন্টিফোর ডটকম বন্ধের কোনো নির্দেশনা তারা পাননি।

পুরো বিষয়টি রবির সংশ্লিষ্ট বিভাগে জানানো হলে রোববার তারা আরেকটি ই মেইলে বিডিনিউজ টোয়েন্টিফোর ডটকমকে জানায়, যাদের ‘নির্দেশে’ বন্ধ করা হয়েছিল, তাদের ‘নির্দেশেই’ ১০ জুন সকাল ৯টা ২৪ মিনিটে বিডিনিউজ টোয়েন্টিফোর ডটকমের লিংকটি খুলে দেওয়া হয়েছে।
আগের ই মেইলে তারা দুটি সংস্থার নাম উল্লেখ করলেও এবার ‘গোপনীয়তার স্বার্থে’ নাম উল্লেখ না করে বলা হয় ‘একটি সংস্থা’।
গত ১০ জুন রোববার দুপুর ২টায় পাঠানো এই ই মেইলে বলা হয়, ১ জুন শুক্রবার মধ্যরাতের আগে ১১টা ৩৫ মিনিটে তারা ‘সংস্থাটির নির্দেশ’ পেয়েছিলেন। তার আধা ঘণ্টার মধ্যে রাত ১২টা ৭ মিনিটে তারা বিডিনিউজ টোয়েন্টিফোর ডটকমের লিংকটি বন্ধ করে দেন।
একই সংস্থা ১০ জুন রোববার প্রথম প্রহরে রাত ১২টা ২৩ মিনিটে বিডিনিউজ টোয়েন্টিফোর ডটকমের লিংকটি ‘আনব্লকড’ করার নির্দেশ দেয় দাবি করে এই ই মেইলে বলা হয়, সেই অনুযায়ী তারা নয় ঘণ্টা পর সকাল ৯টা ২৪ মিনিটে তা খুলে দেন।

সার্বিক বিষয়টি নিয়ে বিডিনিউজ টোয়েন্টিফোর ডটকমের পক্ষ থেকে রবির আনুষ্ঠানিক বক্তব্য জানতে চাইলে কোম্পানির ভাইস প্রেসিডেন্ট (কমিউনিকেশন্স অ্যান্ড করপোরেট রেসপনসিবিলিটি) ইকরাম কবির লিংক বন্ধের কথা সরাসরি অস্বীকার করেন।
তিনি সোমবার বিডিনিউজ টোয়েন্টিফোর ডটকমকে বলেন, “রবি একটি দায়িত্বশীল ডিজিটাল কোম্পানি। আমরা অত্যন্ত দৃঢ়তার সঙ্গে বলতে চাই যে বিডিনিউজ টোয়েন্টিফোর ডটকমের ওয়েবসাইট বন্ধের যে অভিযোগ আমাদের বিরুদ্ধে তোলা হচ্ছে, তা সত্য নয়।
“আমরা যথাযথ কর্তৃপক্ষের নির্দেশনা ব্যতিত কোনো সাইট বন্ধ করি না এবং এ ধরনের কোনো নির্দেশনা আমাদের কাছে আসেনি।”
তাহলে এই বিভ্রাট দেখা দিয়েছিল কেন- প্রশ্ন করা হলে ইকরাম কবির বলেন, “আমাদের প্রযুক্তিগত দিক থেকে কোনো ত্রুটি নেই। তবে মোবাইল নেটওয়ার্কের ইকো-সিস্টেমে আরও অন্যান্য প্রযুক্তির নির্ভরতা আছে। সে প্রান্তে কোনো সমস্যা হয়েছিল কি না, তা যাচাই করার জন্য বিডিনিউজ টোয়েন্টিফোর ডটকম কর্তৃপক্ষের প্রতি অনুরোধ জানাচ্ছি।”
তার বক্তব্যের প্রতিক্রিয়ায় বিডিনিউজ টোয়েন্টিফোর ডটকমের এক মুখপাত্র বলেন, “রবিতে সমস্যার কথা গ্রাহকদের কাছে জানার পর আমাদের প্রযুক্তি টিম অন্যান্য অপারেটর ও আইএসপি দিয়ে টেস্ট করে দেখেছে, সেগুলোতে আমাদের ওয়েবসাইট দেখা যাচ্ছিল। শুধু রবির মোবাইল ইন্টারনেট ও মডেম ব্যবহার করেই লিংকটি দেখা যাচ্ছিল না।”
“সমস্যা হলে সব ক্ষেত্রেই তা ঘটত,” বলেন তিনি।
দেশের প্রথম ইন্টারনেট সংবাদপত্রটির মুখপাত্র বলেন, “বিভিন্ন গোয়েন্দা সংস্থার নাম ভাঙিয়ে নানা কাজ প্রায়ই হয়ে থাকে। এতে যেমন বিভ্রান্তির সৃষ্টি হয়, তেমনি সংশ্লিষ্টদেরও ভোগান্তি পোহাতে হয়।”
