Well babe thats the name of the game. Blockchain sucks if you wanna "block" something or somebody, unless if you're on the EOS "decentralized wagon" which gives the option to freeze stuff.

Yes the account you shared sent money to this one recently. Seems like an old account that he/she started using again. After they get enough money they will transfer it to blocktrades or binance.
