Really have to be desperate not to see the connection with government/law enforcement the way they look the other way for their masters who make them wealthy. I have no doubt there is a lot of fear involved as well, but they definitely oversee that the flow of kids to these perverts continues unimpeded.
You have to be ignorant of the issue, or deeply attached to the illusion of the system we have where it's so "perfect" that this isn't possible... Never underestimate the power of denial.
