What if we added to the definitions of civilization and courtesy "not bothering about others behavior unless it has a negative effect on you, and not being judgmental about their personal preferences"?
Civilized is a funny word, I think it sometimes means something very different from what people intended, but a lot of words seem to do that. I like your definition plenty.
