Hopkins makes a good point: in a society where guns and even knives are tightly controlled, chemicals become the next best choice for an attack weapon. In fact, I would opine, finding an attack weapon is not too hard provided you plan it. A defensive weapon is a different story - it needs to be something you can comfortably carry on your person for extended period of time. So once again the same pattern plays out - whatever the initial motives for civilian disarmament, bad guys are not hindered by it as much as their intended victims.
