The reason so few are on the whitelist and active is cause the 3k comes from a very long time of curated accounts, who naturally have left or gone afk as the majority of them have been newcomers. It's just a "right now" problem which shouldn't be too hard to fix.
id spend 300 steem to upvote my win against acidyo. maybe some of us shouldn't be white listed:)
