I think people put to much stock in what the whales want and are to willing to support their desires verse their own or others. If 1000 people with 1000 SP like me were to simply support each other the value of the individuals contribution, wants, needs and desires, would far outweigh the whales. Yes they have the SP, and a lot more than the 1000 of us with 1000SP, but we would have the support of a thousand and they have the support of the few.
I look at how, (I think it was Aggroed),lost his high level steem support for his witness, this removed him from the top 20, it took only a day or two and he was back in the top 20 witness. The people can make a difference on the steem blockchain.
This is why targeting whales to earn in the long run fails because eventually, the whales are no longer whales. Supporting each other at the 1000 SP level means having 1000 SP. Many sell well before they are close.
THey can make a massive difference but, they choose to play the maximization game with low resources instead of the community development game.
