No, it is not distributed. The income is used to sell SBD and buy up STEEM which is then stored (by powering it up) and eventually destroyed. The imbalance (selling SBD without ever buying, and buying STEEM without ever selling) should help stabilize the value of SBD and increase the value of STEEM
