I didn't notice Outages between any of those sites, but I never thought about it either.

Services by all major tech providers ... all suffered this week

How did they suffer? did I miss something? Was there DDOS attack organzied on all social media platforms? Is that what you mean?

But shouldn't Facebook should have an account on Steem blockchain to communiccate with their audience during such emergencie

I dont think that would ever happen :)
