This is indeed a good addition to the steem ecosystem, I notice the comments from interesteem linking some similar articles, really cool.

How would that work? by voting? and if that's the case would it reduce the voting power?
From what I could gather, it would be a SMT that would payout beyond the 7 day period. I would say it would count against VP if steem allows the upvote...the difference is steem doesnt pay out, the SMT would.
