Seems like a very good proposal...other than the name...sorry to say. I like the separation of powers idea as well.

Experts should be the ones weighing proposals. You can't actually accept the ideas of everyone. You have to pick and choose the best and figure out how to organize them to work with the current setup.

Many of the problems with companies these days are caused because they have people that don't know what they're doing in charge of making decisions on what to do engineering-wise. You can't have executives deciding what something should look like or do...or even to ship a project that just isn't ready. But you also can't really have engineers deciding business decisions unless they're good at that. For every job there is an expert.
