About the cleansing of the sanctuary, they expected Jesus to come and cleanse the earth in 1844. When this did not happen, some of them searched the Bible to understand why:
The Earthly And Heavenly Sanctuaries
In their their investigation these earnest BIble students learned that the earthly sanctuary, which Moses built at the command of God according to the pattern shown him on Mount Sinai, was "figure for the time then present, in which were offered both gifts and sacrifices". Hebrews 9:9. They learned that it's two holy places were "copies of the things in the heavens" that Christ, our great High Priest,is "Minister of the sanctuary and of the true tabernacle which the Lord erected, and not man" and that "Christ has not entered the holy places made with hands, which are copies of the true, but into heaven itself, now to appear in the presence of God for us"

The sanctuary in heaven, in which Jesus ministers in our behalf, is the great original, of which the sanctuary on earth had two apartments or rooms, the holy and the most holy, so there are two holy places in the sanctuary in heaven. And the ark containing the law of GOD, the altar of incense, and other instruments of service found in the sanctuary below also have their counterpart in the sanctuary above. In holy vision the apostle John was permitted to enter heaven, and" there he saw the temple of God was opened",

Those who were seeking for the truth found in disputable proof that a sanctuary exists in heaven. Moses made the earthly sanctuary after a pattern shown to him. Paul declared that the pattern was the true sanctuary, which is in heaven

But how could the sanctuary in heaven need cleansing? Turning again to scriptures, it was noted that cleansing was not a removal of physical impurities, for it was to be accomplished with blood, and therefore it must be a cleansing from sin. The apostle says: "Therefore it was necessary that the copies of the things in the heavens should be purified with these [blood of animals ], but the heavenly things themselves with better sacrifices than these [even the precious blood of Christ]

To obtain further knowledge of the cleansing to which the prophecy points, they needed to understand the services of the heavenly sanctuary. They could only learn this from the services of the earthly sanctuary, for Paul declares that the priests who officiated there served "the copy and shadow of the heavenly things"

The Cleansing Of The Sanctuary
Anciently, as the sins of the people were transferred, in symbol, to the earthly sanctuary by the blood of the sins offering, so our sins are, in fact, transferred to the heavenly sanctuary by the blood of Christ. And as the symbolic cleansing of the earthly was accomplished by the removal of the sins that had polluted it, so the actual cleansing of the heavenly is to be accomplished by the removal, or blotting out, of the sins that are recorded there. This requires an examination of the books of record to determine who, through repentance of sin and faith in Christ, are entitled to the benefits of His atonement. The cleansing of the sanctuary therefore involves a work of investigative judgement. This work must be performed before the coming of Christ to redeem His people, because when He comes, His reward is with Him to give to everyone according to his works.

Remember that Peter is writing to Christians who are sojourners and exiles in this world, like spiritual Syrian refugees today. (1 Peter 2:11)
We are citizens in heaven (Philippians 3:21), and therefore aliens on the earth.
Peter calls these sojourners and exiles to live honorably in the world, to do good deeds, in order to silence their opponents and critics. (1 Peter 2:12, 15)
You are exiles or refugees here, but do not ignore the governing institutions where you live. (1 Peter 2:13)
