The requirements look clear to me. You can set up a steemsmartcontracts node and create custom contracts to achieve such functionality. We are doing something similar currenctly so we might help. I am interested in taking up the task with my team.

Rather it just be a bot honestly, easier to deal with. But if you can make it work just like the bot go for it.
