The official proposal has been selected from the eligible pool of proposals from the results post. Thanks to all players that contributed to these proposals. The following proposal has been selected based on the selection rules. All players now have the next 24 hours to voice their vote in favor or against the proposal.

If a player recruits a new player, which will be determined by the new player mentioning who referred them, the new player and the referee are granted 1 LAND each.

First, the selection process favors those who have less proposals than other proposals. Since there were folks that had zero successful proposals, anyone who had a successful proposal was eliminated.
Second, the selection process favors those who have the most effective voting power. Since all players currently have max power, nobody was eliminated at this point and multiple proposals remained.
Third, the selection process favors players that have been in the game the longest. Thus, the oldest player from the remaining proposals ended up winning.
Note that this process can be changed in the future at any time via a proposed rule change.
