Here you go, bookafriend.com can help you. Lets say you are heading to Saudi Arabia and need local people to bring you around, you can find local there from this site. Once you confirm what they offer and the fees is suit you, then just press booking and you are set to go.

If you want to earn money, you also can set your profile and your own fees, also what you offer, so when travellers go to your country, they can book you too.

For me still pros and cons exist for this website. I still haven't try it but I believe nowadays this idea is works. Only thing you need to becareful when choosing “friend”.
