It's more like a self-ban from the website itself. There is a whole list of companies who stay out of these territories due to damaging regulations. See http://pleaseprotectconsumers.org (scroll down)

I can't say I am surprised that NY state is as repressive as only N Korea and Washington state but it is still funny.

At least NY and Washington has human rights and cool tech unlike North Koreans.

But California is pretty much attempting to progressively ration water.

N. Korea has plenty of very advanced technology, just not for everyone. They have one of the best cyberwar units around. N Korea runs Linux. NY may not feed children to dogs in front of their parents but they do infringe greatly on their residents rights to bear arms and against unreasonable search and seizure and apparently financial privacy.

That plastic bottle story is pretty wild. Also the girl saying that N Koreans are nicer and happier than S Koreans was funny.

I heard their 55 gallon plan. When I lived there a few years ago I had unmetered water, I paid a flat rate for as much water as I wanted. It seemed pretty crazy in such a dry place, they were working to install meters at the time. They should try to find a happy medium between unlimited water and limited water. They should charge people what it actually costs, whatever that is.
Or they should invest in some desalination equipment, they could divert their solar dump load to desalination instead of paying other states to take it.
