The program is designed in a way that the maximum amount of shares that you can get is limited to your owned SP (40SP for each share). The idea behind it is that you need a certain amount of SP to support others before you are 'allowed' use steem to support yourself. (mostly it's there as an easy way to avoid accounts with a more taking mindset and I don't really mind allowing more shares to accounts that are still some below but are doing good things and grow at a steady rate.)
Something that is project perfectly suited for is to save up a bit each month while your account grows and get 1 share when each new level opens. This allows you to grow a bit fater and at the same time help a minnow friend grow along by giving your sponsorship to the same person each time so they also get continued upvotes from the @minnowshares account that eventually turns into them reaching 6+ minnow shares that they can turn in for an upvote share that will give permanent upvotes.
