What can a person possibly do? Is there any way to stop this type of abuse?

Manual approval of users is a long and arduous process that doesn't necessarily guarantee legitimate user account creation, but with the way things are going maybe there needs to be a governing body that manually sifts through spam accounts and bans/deletes them. Is that wrong? I don't believe it is when you see this type of account creation happening on the daily, but is it a realistic way of going about it?
