It was 9 days ago, two times 1708 steems to the account @yaocryptwng and I change my password and now I don’t know how they chamge the password and I can’t access right now to stop the power down

You mean you did change the master password? What happened right after this? Did you have access to your account and then later not anymore?
Yes I had access with out trouble for a couple of days and I was monitoring my account in steemworld.org all the time, suddenly a power down in my account started and I couldn’t enter to my account again, this was Saturday night.
The first time they didn’t change my password but they steal from me 1708 steems two times, so they add to 3400 steems, and they delegated that money to me, so I didi t realized of that because my money appeared to be complete in my partiko app, when I realized what they where doing I change it

How are you able to Post?
If your account was hacked you shouldn't be able to Post. Anyways recently the Wallet and Blog of Steemit was separated and because of that you will only gain access to your Blog using your Private Posting keys but if you want to access your Wallet you will need your Private Active Key.
So what is the main way you access the Steem Blockchain?
I can use partiko, but somebody change my password and started a power down to steal from me, they have already steal from me
I am pretty sure if someone changes the Master Password all other Passwords change too and you shouldn't be able to even Post if that had happened.
Try opening a web browser to Steemit.com and try logging in from there.
They didn’t log me out from partiko, but somebody also started a power down

Ok then go ahead open a Browser and try Logging into your Account on the Steemit.com website using your Master Password.
Once you do that it should show you a notification of warning stating that you are trying to log in with a password which is not needed. Regardless of that hit the Try Again and enter the same Password.
The Second time it will show the same notification but this time it should show two Buttons one with the Try again and the other would be to Download your Keys Button.
Now I really don't recommend this but go ahead and download the Keys by clicking the Download your Keys Button.
Once downloaded you open the PDF file and look for your Private Posting Key and then sign in to Steemit.com using that. Once signed in click on the Wallet and it will open a new Window.
Now use your Private Active Key to Sign in to your Steemit Wallet and then stop the Power Down.
Both the Keys will be available into the PDF File you Downloaded.
Try this and let me know.
I have already done that, but now it appears incorrect password and don’t let me in

if you changed your password when you said, permissions would have been revoked with no key to sign you wouldn't have been able to post

Ok because it happened to several accounts I know. They were able to restore the account before the power down paid out, but it did take some time. I am sure you feel horrible, and I am very sorry this happened.

I can see from steemexplorer that you registered your account with blocktrades! So you need to do the procedure which is outlined here to recover your password:

Ja, ich glaube das ist selbstverständlich, wenn einem so eine Betrügerei bekannt wird.
Das Fiese daran ist, dass die betrügende Person mit Hilfe des "claim an account" einen neuen account via des accounts des Betrogenen erschaffen hat und die STEEM auf diesen neuen account transferiert hat. Damit hat er alles total verschleiert und niemand kann ihn irgendwie zurückverfolgen.
Da müssen aber ziemlich professionelle am Werk sein, die sowas veranstalten. Weiß man schon,wie sie zu seinem Master Key gelangt sind?

Nein, es ist auch fraglich, ob der Master Key gestohlen wurde. Der Active bzw. der Owner Key genügt ja um ins Wallet zu kommen.
I hope this can be straightened out as quickly as possible!
