It's interesting for sure, and I love the idea of a more sustainable altcoin because the computing power needed for bitcoin is having a pretty severe environmental impact. However, I agree that this is probably not legit. I find it hard to imagine that this will really accomplish much.

Unlike steem, where we can upvote posts and verify that they exist, how do we confirm that the person trying to get an eco coin actually did the stuff that they are claiming?
