The problem is you can stop spammers and destroy their reputation scores but then they just buy new accounts and start all over again with with maybe a cleverer spamming technique that's maybe less noticeable. They probably don't have any original content to post so will try anything to earn rewards. Limiting their posts will at least stop them clogging up the system with worthless stuff.
