It's best to report such incidents to @steemcleaners through their website http://steemcleaners.com/reports/new and to not upvote plagiarized content in the first place ;)
But the problem is that people are dumb enough to upvote, and if it goes on long enough, they build their profile and steempower so that it's a lot harder to stop them.
