It's for membership promotion for # upvote-central-members and # upvote-central-recruits channels which you already have access to it. At the moment, no additional benefits have been added in yet.

The #upvote-central-members channel is for SteemCommunity members only while the #upvote-central-recruits channel is for new recruit which will become a member in the future.
