You will need to buy the starter pack if you are going to play....If you won't be playing, you can either buy booster packs or single cards from the market.

As far as the prices go, that's not a short conversation.
In simple terms the order in the value of cards goes from Commons, Rares and Epics (in that order). Then you have your gold cards, which are the collectable versions (which can still be played).
