how do i know the steempower requirement. my steem power currently is just like 600, is that anything?
Yes 600 SP should get you a decent amount of rules, just login and add your account, you will see how many rules you can have. Your rules will grow with your SP.

Regarding the author spotlight, we choose those ourselves from new posts created at the time, no need to do anything there.
