Steem whitepaper is very much outdated, you should check with the devs how accurate the information is. For example, there is no liquidity reward anymore.
We couldn't find an updated version containing all the reward details and so we used the information from the original paper. We will be updating the information when Steem updates theirs. Thank you for your comment
