Housekeeping staff are least under surveillance, they just had to prove that they work for the respective hospitality organization and thats it, they get access to every corner of the premises. Now thinking of the honesty, integrity and work ethics this can be tracked down to the training academy or the privacy policies in practice at the respective premises and how seriously they are put into place. I believe that whenever it comes to housekeeping staff, theses muppets should not be hired from cross borders/other countries, i.e. I want to say if the hotel or premises is located in New York or Washington DC then there should be through background check and should be locally hired for easily locating them in case of crises. Also the fear of the punishment is important (create example) and lessons for others housekeeping staff. I seen this before, I was in Dublin for business trip and the local housekeeping staff (originally from Pakistan) was too friendly than required and every now and then bother to cross us and curious about our way of life. As a result I was click several times, which my wife really hated, I am sure the local Irish would never bother to do so, coz he feared this will spoil his country name and turn away the guest forever.
