What is the Masskara festival about?

Masskara Festival is an annual celebration in Bacolod City held every 4th Sunday of October. It started in 1980, when the people was going through a crisis. To bring back the smiles of the Negrenses, the Mayor that time decided to create a "Festival of Smiles", which is now known as Masskara Festival. It usually starts around 1PM with a street parade and then dance presentation afterwards. 😊
