"I think one possible way of going about that would be a percentage of Steem from every post and every comment going to the entire Steemit community as a flat dividend. Instead of 75% going to the poster and 25% going to the upvoters, it could be something like 70% to the poster, 20% to the upvoters, and 10% divided between all accounts on Steemit. Another option would be 70% to the reward pool, 10% going to STEEM power holders, and 10% going to all Steemit accounts. Either way there would be a stream of revenue entirely decoupled from actions that would better reward what isn't rewarded."

Hi, I agree that UBI is great. But there is small technical difficulty in what is proposed here - there are some people that have multiple accounts. You would need to ensure that only one account per person is getting the UBI. Otherwise people would generate multiple accounts and hoard money on each of them.

Yes, always the same challenge. As described in the Cicada project by Daniel Jeffries. He even wrote an extra whitepaper on the authentication part.

Hi, yes I am familiar with Cicada. I think they recently intensified work about the ID backbone. There are also other positive news - I read that UN wants to provide electronic ID to every person by 2030 - that would really provide great base for many systems: political (like Liquid Democracy or cicada direct democracy concept), business (trading, exchanges), UBI and many many others. I am also following concepts of Hyperledger Indy implemented in https://sovrin.org

Hopefully soon we will have the working authentication system.
