Yes, if the trade deficit isn't fixed first by forcing manufacturing back it does not matter if they still hold the 8000 tons of gold it will be gone to settle trade when king dollar is over thrown. So whoever in the oval office must deal with this problem before going to a gold or anything physical backed monetary system.
