The reason for changing the timer from 22 hour to 23 hour is simply because we expect a much larger amount of users to upvote in the long term. The spreadsheet used to work everything out is based on a 24 hour day and with a smaller group of members, maybe under 100 it works ok if some people squeeze an extra upvote are 2 every month and it does not affect voting power that much but it's not the same with a larger amount of members. We were going to go 24 hours but went half way.

And, to be honest. Compared to the size of Steemit, SSG and CSB have 75 members between them.
